Water will be handled by a monopoly. In all instances, FSP Realty will be responsible for the water bill. In large buildings, this could be a benefit whereas the smaller buildings will likely have a higher per tenant price for water. This will again depend on the water provider though. It would be unlikely that I would have access to a well, and even if I did, the chances of it supporting the entire building will be remote to none. Nonetheless, the responsibility of water service will fall on FSP Realty.
