The reason is simplicity. I should be able to charge more in rent if all of the utilities are included. However, for the purpose of calculations, I will assume for fair market rent with regards to cost. For the tenant, they will pay between 30% and 35% of their income for rent. By hopefully including utilities, I will hope for the ability to collect more in rent since everything (except communications) is included, and nothing is passed on to the tenant. Therefore, rent is all inclusive, although I would imagine that the tenant will continue to have a cellular phone line, but this is their choice.
