Electricity will be included with all apartments. This will mean 1 meter rather than one meter per unit + 1. In Pennsylvania any utilities not included must have their own meters and lines. Electricity will be no different. With that in mind, I would hope that the smaller buildings will have the ability to line the roof with solar panels to reduce the amount of electricity that will be consumed. Also, all light bulbs must be LED lights. They use about 40% of what CF bulbs use, and last 10 years based on average usage. This will reduce the electric bill, and therefore the sustainability of the building.
I will imagine that I would be allowed to place the LED bulbs only rule in the lease. Since I will have to pay for electricity, this should be a given. While I am a tenant, I will make my next bulbs LED so I can have the resources I will want at the expense of the building owner. Currently, I would rarely have the lights on, and since my current building has 88 units, it would be impossible to pinpoint any fluctuations in electricity.
