Simply put, you as the tenant are responsible for your own telephone service. This will likely be your cellular phone, but if you need or want a home telephone service, that would be a choice you will make for yourself. I will personally send my intercom-phone rings to my home phone rather than my cellular phone. Therefore, if I am not home, then someone trying to ring me from the public foyer will not ring my cellular phone. Obviously, I will have to pay for the phone, and service.
If you wished to go this route, you can get an unlimited incoming call plan with 120 outgoing domestic minutes, and no choice in your area code. This will not make any difference especially if you want a home phone only for the public foyer. With my Ideal Phone Setup, I will just use my 412 number as my home phone which is currently my cellular phone.
